I'll talk first about how to force kelp to stop growing, because that's... pretty simple ! It would be by placing kelp on an already-existing kelp plant ( http://image.noelshack.com/fichiers/2018/14/5/1523036743-kelp.gif ). So there could be a tag for that, or kelp placed manually would always have its age set to 25 (the maximum). Unless placed on a block other than kelp, of course. Doing that would allow players to easily prevent kelp from growing to much (way easier and way quicker than placing and removing kelp until its age is nice, and that also allows much more precision if you need kelp to stop growing exactly where you want (otherwise, you would manage to get exactly the age you need, which can already be really hard (so annoying) for a single plant, and depending on what you want it could be impossible anyway). Of course, the point is to help making more beautiful things with kelp (since having almost all of them stopping at the same height isn't that awesome).

Now, being able to make that better ourself is great, but avoiding almost all kelp plants to naturally reach the surface would be great too ! Again so that it would look better. For this, I'm not so sure about what would be best. I've thought about two ways to do that :
Each time a kelp grows, there's a chance that it was the last time it would. Downside is that if there's not much depth, it will barely change anything.
Once kelp starts to receive above a certain amount of light, age grows more quickly. It could increase a little with even higher light level, too (this would help avoiding the same problem as in the first solution, though that would have already needed to be a more "extreme" case. For example with a depth of 5-6 instead of that being a problem already at a depth of 10-12 with the first solution). For example, age could increase 2 by 2 starting at light level 5, and 3 by 3 starting at light level 11.
I think solution 2) is better, but if you see reasons that could make the first better, or even another solution, I'm all ears :)

PS : "Nothing" to do with my suggestion, but I don't feel like I could do one only for that : The "Pick Block" key should work on any kelp block. Right now it only works on the one at the top of the plant because it has a different name ("kelp_top" instead of "kelp"). It's a little annoying, especially for people not knowing about that (even more if they know that's possible and just don't understand why sometimes it words ans sometimes it doesn't).
